`--no-recursion' has no effect when extracting

Hello,

The tar info documentation says:

        "The `--no-recursion' option also applies when
        extracting: it causes `tar' to extract only the matched
        directory entries, not the files under those
        directories."

This is the option I am looking for, but it doesn't seem to work.
Is it a bug? I am using tar version 1.13.25.
