Thanks.  That does appear to solve one problem and allow the build
to continue.  But now there is another problem in the newlib build:

  setjmp.S: Assembler messages:
  setjmp.S:68: Fatal error: internal Error, line 2112, 
/src/sourceware/binutils/src/gas/config/tc-mips.c

This appears to be an unhandled BFD_RELOC_GPREL16 in tc-mips.c.
