It seems that Paul Eggert, the maintainer of tar, has done the same in
the development branch of tar:
* src/rtapelib.c (rmt_open__):
Remove typo that caused us to omit the first char
of the basename.
Try ftp://alpha.gnu.org/gnu/tar/tar-1.13.25.tar.gz if you please.
