it's necessary to install/configure the ispell correctly.
It seems that your version tries to access the wrong file.
The semicolon in the filename maight be the problem.
Perhaps it uses ":" as path separator, not ";".

In any case, I guess you should rather find help from the authors of
the Windows port, not from the original ispell maintainers.
(You should read the install documents first, of course.)

Which of the Windows ports do you use:
http://www.cygwin.com
http://gnuwin32.sourceforge.net
ftp://ftp.cdrom.com/pub/simtelnet/gnu/djgpp/v2gnu/

or anything else?

(You can try the other ports of the list, perhaps thay work out of the box
or have more comprehensive manuals.)

One last tip:
when I was forced to install ispell for Win, the following page has helped
me: http://lever.cs.ucla.edu/geoff/ispell-winnt.html

The page says you should get ispell binaries from
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Humblet_Pierre_A/V1.1/

The link on the page seems to be broken, but it's just a typo.
Don't give up, retype the URL with the trailing slash (as above) or just start
from ftp://ftp.franken.de and navigate.

Get the file ispell-3.2.06-cygwin-1.3-bin.tar.gz and proceed.

HTH,
