It seems that one of the attached patches should solve this.
(custom.h seems to be the right place for this.)

Could you please try gawk-3.1.2-hpux_tzset1.patch ?

And if it doesn't work, could you please try
gawk-3.1.2-hpux_tzset2.patch ?

You have to re-run ./configure after applying the patch.
(The most reliable way is probably fresh untar before each such
experiment.)
