I've heard on the net that Microsoft's end-user license agreement
(EULA) contains language that attempts to prevent the distribution of
files like msvcr70.dll along with GPL'ed software.  If that's true, it
would prevent legal distribution of such packages, even if the GPL
itself allows it.  I've never read the EULA for msvcr70.dll so I can't
vouch for this information myself.
