Bug in GNU Tar Program

I am pretty sure that there is a bug in 1.13.25 of GNU tar.  If you create a multi-volume tar archive where the path-to-the-filename portion of a file that is split across volumes is longer than 96 or so characters, then when you restore the archive, tar complains that the continued file cannot be found on the next volume (because the path portion of the filename is longer than the filename that tar records, so tar cannot find any of the filename).  If you do not understand what I am describing, please ask me for more details.
