Intermittent parallel make build failure of diffutils 2.8.4

This happens only very occasionally, and says something about LOCALEDIR being 
undefined in main.c Hope this is enough to give you a clue; I'll retain a log 
next time it happens, but it is very rare.

This is using gnu make with -j12 option on a dual xeon (ht) machine
