I agree it's a shame that this is not fixed.
The Debian bug 181378 contains a pointer to a copy of RedHat's patch;
have you tried that?  Does it help?

You are right, a developer which _uses_ those locales would help.
Do you know about a suitable volunteer?

I'd be grateful if you could prepare a test case illustrating that
the grep is 800 slower then with C locale.

And please state which version of glibc you use, as I suspect that big
part of that problem lies in its regex.c.  The new regex.c is correct
but slow; the author disappeared and there are no volunteers/funds
to work on it...  :-(
