GNU patch is being developed for the GNU project, whose goal is to
develop a complete UNIX style operating system that is free software.
Porting to non-UNIX platforms is not a primary goal for us, and we
typically won't bother with the porting hassle if it significantly
distracts us from our main work.  If you'd like to fix GNU patch to
work on your Microsoft Windows system, you are of course free to
modify it to do so.  However, you shouldn't expect us to do the work,
or even to be particularly worried about the porting problems you're
