the manpage mentiones [[:cntrl:]] character class, which contains tab.

But tab is an ordinary character, as all others, so you just type it
on the command line.  When I use
        bash --noediting
I can just enter it on the cmd line.

If you use a shell which prevents you from entering it directly, just
fight with it; Ctrl-V Tab in readline helps.
