Older versions of automake are indeed not supported.

But as far as I know, some future releases of automake will not install
mkinstalldirs any more - install-sh shall be used instead. Probably it will
then also be dropped from the "implicit EXTRA_DIST" list. The code in
gettextize protects against this happening.

No, it makes gettextize less future-proof.
