m4sugar initialization happens at AC_INIT time.  Anything that is read
before it will not see its limitations.  The contents of aclocal.m4 for
example.

Yes, this sucks.  Yes, if Autoconf changes to to m4sugar renaming before
anything else, a lot of software will break.  I still think it should be
changed eventually.
