The magic comment string TRANSLATORS should be explicitly documented

Hello,

The magic "TRANSLATORS" string in source code comments should be
explicitly documented in the gettext manual. I had to consult a guru
for this information.

I notice that the string "TRANSLATORS" is included in passed twice,
but it is never properly explained.
