Surely.  Open some PO file (in po-mode).  Type 'E' and confirm that
you want to edit the whole file.  Narrow the buffer so that the PO
header is not visible (e.g. go to the last msgid string, then press
M-> and C-x n n).  Type M-x po-mode.  Now Emacs will insert a standard
header at the beginning of the (narrowed) buffer.
