Let's look at the revision history of po/ja.po in

Between version 1.18 and 1.19 it has this change:

When a message has no fuzzy flag and the msgstr field is not empty, it means
that the translator has validated the translation. The problem is that this
change in CVS changed something in the PO file without adding the fuzzy flag -
i.e. it effectively pretends that the translators have validated that the
translation of "version 3" is "バージョン2". If your mailer renders
Unicode characters, you will see a "fullwidth digit 2" here.

The 'fuzzy' mark at the TP site, on the other hand, was inserted automatically
through msgmerge, when it noticed a msgid which was similar but not identical
to a previous msgid. (The new msgid had "version 3" where the old msgid had
"version 2".)
