In practice, already, it's so (from gettext.tr.po): 
    "Plural-Forms: nplurals=2; plural=(n != 1);\n"

    msgid_plural "but some messages have only %lu plural forms"
    msgstr[0] "...ama bazı iletiler tek çoğul biçem içeriyor"
