'cvs' is needed so that archive.tar.gz can contain all past versions of the 
gettext
infrastructure (27 versions so far) without being larger than 1 MB. Do you know
of other compression schemes for similar sets of files that are as good?

Yes, I agree. So it's a problem with Debian's packaging.

This file documents the problem with Debian's packaging. Needs to be fixed
in Debian.
