Yes, such a empty archive is unusable. For me, archive.dir.tar.gz is
3297668 bytes large, and archive.git.tar.gz (which I get by configuring
with --without-cvs --with-git) is 584298 bytes large.

You can investigate by looking precisely at what this command does for
you:
$ cd gettext-tools/misc/
$ ./convert-archive cvs dir archive.cvs.tar.gz archive.dir.tar.gz
Note that this script also needs the 'rlog' program, from the 'rcs'
package.
