I agree with you.

I think we should write a section in the manual/website/FAQ on how to
change theme when using Gnome, KDE, or Windows. Sadly, for windows users
changing themes require you to manually edit a file, which may be
difficult for the some users.  Maybe when enough GTK programs are ported
to Windows someone will port the theme selector from Gnome as well.
