Yes, this is an argument for choosing one of the above strategies, but
acctually it is most common to be living in China! If a user wants to
save the html/sgf code with a character set that fits his local
language, I think he/she should be able to do so. I'm studying Russian
these days, and I'm able to make comments in gnubg with cyrllic
letters, but I sure want these letters to be show in the html export
as well. I don't think an option of export character set is that
silly. The option can be hidden far down in the menu system.

Any opinions?
