makeweights checks the version of gnubg.weights when creating gnubg.wd,
but gnubg just takes what is in eval.h and displays that version.

So:
When eval.h has 0.12 and weights.db has 0.12b,
gnubg will display: 0.12
(and when eval.h has 0.12b but weights.db has 0.12,
gnubg displays.... yep: 0.12b)
