As far I can see libpng is not gpl but declared as "open source", and,
depending on the version, with different copyrights.

I'm not a lawyer, but I guess, that's ok. If you create an image and
don't put in i.e. under the GPL, you, and only you have all the rights
on the image/picture. When you create an image consisting of images,
which are under the GPL, the result is also GPL protected.

Only if he/she uses his/her own images.

Based on his own created images in any case, based on GPL images because
of the GPL.
