http://www.blooberry.com/indexdot/css/properties/print/pbbefore.htm

explains how to get a page break.

<p STYLE="page-break-before: always">
It does the job in all recent browsers, but it is an unconditional page
break.

<p STYLE="page-break-inside: avoid">
is a conditional page break (if the next block does not fit on the page,
move the block to the next page).
But this only works for the most recent browsers (and not even all).
