I previously spotted the Python Shell entry in the Windows menu,
but whenever I've looked it's always been greyed out. There
doesn't appear to be anything in the online manual about it yet.

The GUI version of gnubg is normally compiled without python support. You should try gnubg-nogui. Also it's a rather new feature. You may want to search the mailing list archive about this topic. http://mail.gnu.org/archive/html/bug-gnubg/
