For Windows, this command is issued:
msgfmt fr.po -o gnubg.mo
Afterwards, the file gnubg.mo is copied(moved) to:
[installed gnubg dir]\locale\fr\LC_MESSAGES\gnubg.mo
(
the path: because of this line in makefile:
DEFS = -DHAVE_CONFIG_H -DLOCALEDIR=\"locale\"
)
