The version number could (arguably, should) have been increased at the introduction of the pruning nets and the corresponding *incompatible* weights file. Some internal magic numbers were bumped to 0.15 then.
Besides, the procedure to update the weights file was somewhat awkward. Why not put the gnubg.weights file under CVS management ?
