This problem has the same root cause as the one described in the bug
report https://savannah.gnu.org/bugs/?46069 and was fixed at the same
time.
But there was no official release after this... What you could do is to
download the gnubg-1_05_001-dev5-20150928-setup.exe mentionned in the
discussion of the bug and install that instead.
