I don't think it is possible to continue using one of the old builds
that were made available 5 years or so ago for older versions of macOS
with Catalina since 32bits applications are no longer supported.
The most likely solution would be to install it from the MacPorts
repository: https://www.macports.org/index.php
There is some overhead (you have to install MacPorts, Apple's developer
tools, then use commands provided by the former to build and install
gnubg) but nothing really complex.
I think some people reported in this list having done it on older macOS
versions. A priori, I don't see why it wouldn't work with Cataline.
