Thank you for sending this in.
It is a false-positive because of an error in the old testuite - a tests
that needs an INDEXED handler with a system not configured to have it.
This is fixed with 3.1, you may want to recheck with a nightly build,
currently found at
https://ci.appveyor.com/api/projects/GitMensch/gnucobol-3-x/artifacts/gnucobol-3.1-dev.tar.gz?job=Image:%20Ubuntu1804
