First of all, thank you so much to your prompt response & pointing me to the right direction.

 

I used MSYS2, a different approach, instead of Cygwin to install GnuCOBOL successfully & tested on Windows.

 

Once again, thanks to your professional advice !

 

No more issue now 😊

That came up already more than once, the last time was 8 days ago, please see the archive:

Summary: those two are false-positives, if you want to install that go ahead, but Cygwin is definitely not the environment I'd suggest anyone to use for GnuCOBOL with the sole exception of "I use Cygwin for everything else", in which case it is fine to use GnuCOBOL on Cygwin.
