[Bug-gnulib] mktime.c workaround again

From: Paul Eggert
Subject: [Bug-gnulib] mktime.c workaround again
Date: Wed, 04 Jun 2003 13:11:03 -0700

I installed the following patch to complete the mktime.c workaround;
this should insulate gnulib from glibc mktime.c problems until we get
glibc fixed.
