Is the
copyright notice meant to be GPL rather than LGPL?
Yes.
strftime is one of several files which were "imported" at some distant
point in the past from glibc, and despite all the words in the file,
have forked independently from what is in glibc. It's unfortunate, but
I doubt it will be resolved any time soon.
I'll defer to the others about your actual patch ...
