The _GNU_ARGP_INTERFACE_VERSION was OK.  My argp patch is being
discussed on libc-alpha, but when some variation of it is added I will
do a final portability test and then propose a final
_GNU_ARGP_INTERFACE_VERSION and ELIDE_CODE patch.
