I agree.  It's a mistake for code to require that.

But that is also a mistake, since MIN and MAX have to evaluate
their arguments multiple times on non-GCC hosts, even before
today's patch was installed.

Users of MIN and MAX just have to be careful to pass arguments
that are free of harmful side effects.
