What's the license of Gnulib? The COPYING file doesn't seem
all updated:

The files in here are all Copyright (C) Free Software Foundation, and
are under three different licenses:
* GPL - (text in doc/COPYING)
* LGPL - (text in doc/COPYING.LIB)
* FDL - (text in doc/COPYING.DOC and doc/fdl.texi)
The source files are grouped by license into their respective
directories. All documents in doc/ contain the relevant licensing
information.

FDL appears to be unused (which is good because this makes gnulib
compatible with Debian or the DFSG in particular). The source code
is no longer grouped by license.
The reason I ask is because I'm building a Debian package of gnulib
(installing gnulib-tool to /usr/bin and the modules, m4, and lib
directories to /usr/share/gnulib).
