    Why are these GNU standard documents in Gnulib? 

They are just copies, there to help people who don't have easy access to
fencepost (see below).  But they are kept up to date.

    ftp://ftp.gnu.org/pub/gnu/standards, but that directory
    doesn't seem to exist.)

The actual canonical location is the directory /gd/gnuorg on the host
fencepost.gnu.org.  These are the files that get edited.  (I know,
because I'm the one who ends up editing them, for the most part; at
rms's direction, of course.)

They won't be updated on ftp.gnu.org for the foreseeable future.  This
is no longer possible because of the release-signing and unique-name
rules.

At some point I will autoupdate copies in http://www.gnu.org/prep, but
that has not been a priority for me.

So, the end result is that the copies in gnulib are the only
network-accessible autoupdated versions available right now.  So maybe
the gnu-standards package would like to get them from there.
