The situation in practice is:
$(datadir)/doc/html/$(PACKAGE)/
Used by NetBSD and OpenBSD today, for very few packages.
$(datadir)/doc/$(PACKAGE)/
Used by Debian today.
$(datadir)/doc/$(PACKAGE)-$(VERSION)/
Used by RedHat today.
$(datadir)/doc/packages/$(PACKAGE)/
Used by SUSE today.
