added missing file fchmodat.c to openat module

        * modules/openat (Files): Add lib/fchmodat.c.
        * lib/fchmodat.c: New file, from coreutils.  This was inadvertently
        omitted in the 2006-08-17 update.  Problem reported by Jay Youngman.
