Good idea.
Now that everything is in one place, I'd much prefer that, too.

FYI, I separated the ChangeLogs back in the era of fileutils, textutils,
and sh-utils, because lib/ and m4/ directories were shared, while the top-
level ChangeLogs were obviously package-specific.
