Yes. I've gotten bug reports from users of such mainframes,
relatively recently.

It depends on the compiler and version. For example, SAS/C 7.50
(April 2004) has 'a' and 'A', but SAS/C 7.00 (April 2001) does not.
I don't know about other compilers.
