There are more than a few :-)
As I understood the goals, this is rather minimalist.
It's obviously not intended to be a perfect emulation.
If you want quality, use git.

Yep.  That's hard-coded.

I don't think any of those are show-stoppers.  Do you?
I'm not even convinced they're worth spending (my) time on.
The cvs mode provided by git-cvsserver is intended (by me, at least)
simply to make the conversion process easier for those reluctant
or slow to switch to git.
