Michel is referring to a snapshot of GNU PSPP, not Gnulib. I
have a cron job that pulls the latest PSPP and Gnulib from Git
every night and copies the output of "make dist" to a
web-accessible location.

It is pretty easy to get tar.gz snapshots anyhow. Just go to
http://git.savannah.gnu.org/gitweb/?p=gnulib.git
and click on one of the "snapshot" links.
