It's so simple that you can write it yourself in a couple of lines:
host_os=`echo "$host" | sed 's/^\([^-]*\)-\([^-]*\)-\(.*\)$/\3/'`
libext=a
case "$host_os" in
cygwin* | mingw* | pw32* | cegcc*)
libext=lib
;;
esac

That's because the 'havelib', at some point, should migrate into autoconf.
gnulib is only its temporary home.
