Request: srand48/ drand48

Hi Gnulib-Team!

I need a fallback implementation of srand48 and drand48 for my GPL project to compile with mingw32 for a certain operating system.

Is there a chance that this can be put into a near-by-future revision of Gnulib?

I'm probably able to program these functions by myself, where "probably" means if I find the time.
So if you are to busy I would like a note on how to contribute to Gnulib. E.g. is it okay to port (copy) code from glibc to Gnulib (considering the license issues)?
On the other hand, using the GNU build system is not a big problem to me, since I use it already in my project.

Short note on my project: I'm working on a molecular simulation task for my phd thesis. There's nothing released, yet.
But we are hoping that we get to this point in the next few months. The license of everything is the current GPL (NOT LGPL) for C/ Perl/ LISP/ M4 code and FDL for all the documentation stuff.
