:) Well, I asked about it just recently, and the maintainer's main reason is that it's not acceptable to have a package that requires an internet connection to be useful. I agree that it's not a good way to use gnulib, which is why I'm switching to using it from git.
ln -s /gnulib/checkout/gnulib-tool ~/bin # adapted as needed, of course
