It is in the generated <unistd.h> file.

It should be generated on all platforms. modules/unistd contains the

  BUILT_SOURCES += unistd.h

which instructs automake and make to create the unistd.h file unconditionally,
before invoking the C compiler on any compilation unit.

gnulib's generated unistd.h will #include_next it.
