The reason is that you have some #includes at the bottom of your config.h.
gnulib supports this, but you have to arrange for the files to be found.

Option 1: Remove the #includes from config.h and use another .h file instead.

Option 2: Remove the intl directory. Use gettextize without the --intl option.
Mention gettext as a dependency in your package's DEPENDENCIES file.

I would recommend both option 1 and 2.
