I plan to make the changes conditional on
  #if defined __cplusplus && defined GNULIB_NAMESPACE

So that
  1. It will have no effect on CC=g++,
  2. A C++ package can turn on GNULIB_NAMESPACE in some
     translation units (those which use 'open' as a class member
     name) and keep it turned off in other translation units
     (those that make POSIX function calls).
