consistent naming of *.m4 files

Most .m4 files that correspond to a replacement header foo.in.h are called
foo_h.m4 - for good reasons: the foo.m4 file sometimes is only a test whether
foo exists, or a replacement for function foo.

Only 2 files are not following this convention, for historical reasons.
I'm renaming them:

        * m4/wctype_h.m4: Renamed from m4/wctype.m4.
        * modules/wctype (Files): Update.

        * m4/wchar_h.m4: Renamed from m4/wchar.m4.
        * modules/wchar (Files): Update.
